Capital City Volunteers provides services to seniors 65 years of age and older living in the City of Victoria. If you live outside the area indicated, please contact one of the following volunteer service agencies: Beacon Community Services, Esquimalt Neighbourhood House, Oak Bay Volunteer Services or Saanich Volunteer Services.

Eligibility Criteria for Admission to Capital City Volunteers’ Outreach and Direct Volunteer Services

Outreach Worker Services

The applicant must:

  • be 65 years or older
  • be a resident of the Municipality of Victoria
  • be seen to be at risk of isolation
  • be an active and cooperative participant in the delivery of service without assistance from others
  • have the ability to consistently communicate respectfully and appropriately
  • have the ability to understand and follow the agency’s policies
  • have an annual income less than $35,000 for an individual or less than $45,000 for a couple, or have medical expenses that place them in this income range**
  • agree to a home visit for assessment and eligibility
  • be living in their own home*
  • have a level of need that is within the scope of CCV’s mandate
  • Sign consents and a relationship agreement with CCV

Direct Volunteer Services

The applicant must:

  • be 65 years or older
  • be a resident of the Municipality of Victoria
  • be seen to be at risk of isolation
  • be an active and cooperative participant in the delivery of service without assistance from others
  • have the ability to consistently communicate respectfully and appropriately
  • have the ability to understand and follow the agency’s policies
  • have an annual income less than $35,000 for an individual or less than $45,000 for a couple, or have medical expenses that place them in this income range**
  • agree to a home visit for assessment and eligibility
  • be living in their own home*
  • not have any physical or mental health condition that would put the volunteer in an unsafe environment
  • ensure the home environment poses no potential safety hazards for volunteers
  • Sign consents and a relationship agreement with CCV

* NOT supportive housing, assisted living, independent living housing or long-term care
** Outreach workers may make an exception to this requirement according to unique participant situations, at the outreach worker’s discretion and only with the agreement of another JBCP/CCV Outreach Worker. If this agreement cannot be obtained, the final decision regarding an exception is made by the Executive Director.

The applicant must:

  1. be 65 years or older
  2. be a resident of the Community of James Bay
  3. be seen to be at risk of isolation
  4. be an active and cooperative participant in the delivery of service without assistance from others
  5. have the ability to consistently communicate respectfully and appropriately
  6. have the ability to understand and follow the agency’s policies
  7. agree to a home visit for assessment and eligibility
  8. be living in their own home*
  9. have a level of need that is within the scope of JBCP’s mandate
  10. Sign consents and a relationship agreement with JBCP

Direct Volunteer Services

The applicant must:

  1. be 65 years or older
  2. be a resident of the community of James Bay
  3. be seen to be at risk of isolation
  4. be an active and cooperative participant in the delivery of service without assistance from others
  5. have the ability to consistently communicate respectfully and appropriately
  6. have the ability to understand and follow the agency’s policies
  7. agree to a home visit for assessment and eligibility
  8. be living in their own home*
  9. have an annual income less than $35,000 for an individual or less than $45,000 for a couple, or have medical expenses that place them in this income range**
  10. not have any physical or mental health condition that would put the volunteer in an unsafe environment
  11. ensure the home environment poses no potential safety hazards for volunteers

Eligibility Criteria for Admission to Victoria and Oak Bay Better at Home Program

The applicant must:

  1. be 65 years or older
  2. be a resident of the Municipality of Victoria or the Municipality of Oak Bay
  3. be living independently in their own home*
  4. be a participant of either the James Bay Community Project, Capital City Volunteers, or Oak Bay Volunteer Services. ***
  5. show proof of annual household income in order to assess fees based on a sliding scale
  6. sign a service contract and relationship agreement with Victoria and Oak Bay Better at Home
  7. require the services to assist with simple day to day tasks, so they can continue to live in their home independently and remain connected to their community

* NOT supportive housing, assisted living, independent living housing or long-term care.


*** If Better at Home has capacity for new participants but the Outreach Worker of JBCP or CCV has no capacity for new referrals, acceptance to Better at Home is possible and will be discussed internally, recognizing that eligibility for Better at Home is not dependent on being a participant of JBCP or CCV or on having low income.
